Congressional Republicans Embrace President's Proposal to Overhaul Affordable Care Act

American lawmakers are working through the weekend for the initial time since the government shutdown began more than a month ago, but expectations for a bipartisan agreement on how to resolve the standoff appeared to diminish as Republican senators proposed a proposal toxic to Democrats: scrapping the ACA, known as Obamacare.

Growing Impact of Government Shutdown

The impact on Americans from the lengthiest shutdown of the US government in history deepened on Saturday, as government employees went unpaid, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

President's Plan from Florida Resort

As weekend session got started, GOP senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Multiple Republican senators praised the plan, which is comparable with a replacement for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is actually better for the consumer," one senator stated.

Another senator praised Trump's proposal on online platforms, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator posted in response to Trump's proposal. "We must stop taxpayer money from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."

Opposition Reaction

Democratic lawmakers shared alarmed reactions to Trump's plan.

"Essentially, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been defeated by voters and Congress."

Another senator reacted to the censure of insurance companies by writing: "Well, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Really? Then I welcome your support for Medicare for All."

Ongoing Talks

The Senate adjourned without finding a solution, but Senate Republican leaders have indicated an willingness to an developing proposal from a small group of moderate Democrats to end the closure in return for a future vote on the ACA payments.

One Democratic senator, who is spearheading the talks among centrists, said that Democrats "require another way ahead" after Republicans rejected an proposal to restart the government and continue the payments for a year.

Another leading Democratic lawmaker persisted in maintaining that Republicans should agree to a one-year extension of the subsidies before negotiating the future of the subsidies.

"Inaction is irresponsible because citizens will go bankrupt, people will lose insurance, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress does nothing."

Political Dynamics

Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the support of eight Democrats to reopen the government, and the concept of repealing and replacing Obamacare with savings accounts is unlikely to earn a single Democratic vote.

Several analysts suggested that the essence of such a plan would remove the ACA's requirement that insurance companies cover patients with pre-existing conditions.

After his golf outing, Trump went back to his residence and reiterated on his demand that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a version of the proposal that was unsuccessful to garner enough backing in 2017.
